A university professor and researcher in cultural history, he earned a BA in Philosophy from the Lebanese University in 1977 and completed his PhD at Sorbonne III University in Paris in 1980. He served as Lebanon’s Ambassador to the Arab Republic of Egypt from 2007 to 2016 and as Permanent Representative to the League of Arab States. 

From 1980 to 2007, he was a University Professor at the Institute of Social Sciences at the Lebanese University. He also held administrative positions such as Director of the Faculty of Arts and Humanities (Third Branch) at the Lebanese University from 1985 to 1987, and served as President of the Cultural Council of North Lebanon from 1984 to 1986. He is a member of the Lebanese Society of Sociology and the Lebanese Society for Ottoman Studies and was a fellow at the Institute for Advanced Studies in Berlin.

His publications cover a wide range of topics, including the cultural and historical aspects of the Arab world. Among his notable works are *The Arab City and Modernity* (Dar Riad Najib Al-Rayyes Publishing House, Beirut, 2019) and *Muslims and European Modernity* (Arab Center for Research and Policy Studies, 2017). The latter includes essays such as "Discovering European Progress," "The Development of the Islamic View of Europe," and "Europe No Longer Has Anything to Offer the Arabs."

He has also edited, presented, and translated several significant works, including *The Embassy of France* by Muhammad Jalabi Effendi, *Visions and Lessons*, and the biography *Sheikh Hussein Al-Jisr* by Sheikh Muhammad Al-Jisr, among others.
